Biography

Chao Liu specializes in compliance and criminal defense and has extensive experience in criminal investigations and litigation. He has assisted overseas funds, financial institutions, multinational companies, and others in cases involving criminal charges ranging from money laundering, fraud, and bribery to illegal actions by shareholders, tax evasion and more.

In addition to criminal defense, Mr. Liu provides compliance training, assists with internal investigations, and issues legal opinions on criminal issues for enterprises in the pharmaceutical, logistics, manufacturing, finance, mineral development, and other industries.

Before joining DaHui, Chao worked at Fangda Partners in Beijing, and previously served in a District Procuratorate in Beijing for six years, where he handled more than 400 criminal cases involving tax issues, bribery, embezzlement, misappropriation of funds, trade secret infringement, and illegal business operations.

Representative Matters & Cases

  • Assisted a German manufacturing enterprise with investigating compliance issues concerning its Chinese distributors using imported products to participate in procurement by the Chinese government and provided solutions.
  • Provided legal advice to a well-known overseas fund that was being investigated by the public security organ for suspected money laundering and illegal business operation by the fund’s responsible person in China.
  • Helped numerous multinational companies in various industries investigate potential illegal acts by their shareholders and employees and provided criminal and civil solutions to related issues.
  • Provided training to an fintech company on how to respond to government dawn raids, provided legal assistance in criminal investigations against the company, and assisted the company in conducting internal anti-fraud investigations.
  • Assisted a listed company in handling a telecommunications fraud case, including providing solutions to criminal and civil issues and legal advice on compliance risk prevention and control.
  • Advised a famous Chinese ecommerce company on its acquisition of several investment targets, evaluated potential criminal or administrative risks with the investments, and provided legal advice to reduce the investment risks.
  • Handled a case involving a sales center manager that falsely issued VAT special invoices for tens of millions of RMB for several companies without actual business operations, constituting the crime of falsely issuing VAT special invoices.
  • Handled a bribery and embezzlement case where a tech company employee used his friends’ and family members’ names to apply for payments from the company, which constituted the crime of embezzlement, and took advantage of his position to illegally accept money from others and publish advertisements for them on the company’s website, which constituted the crime of accepting bribes by non-government officials.
  • Handled a misappropriation of funds case where an accountant of a well-known company colluded with others to make fictitious transactions and issued ecommerce acceptance bills, which caused losses of millions of yuan and constituted the crime of misappropriation of funds.
  • Handled a trade secrets and copyright infringement case where the senior development manager of a software company disclosed the source code for an online game to another party who then set up a server that operated the game and made millions of RMB in illegal income.
